Payment for publication services

This page describes the paid services of Publishing House Zaslavsky, the cost of these services, the payment methods available on the site, the terms, procedure and time frame for providing the service, the rules for refunds and cancellation of a transaction, as well as the terms of the Public Contract (Offer) concluded between the Publisher and the Payer at the moment of payment.

Payments on the site are processed by the internet acquiring service WayForPay. Publishing House Zaslavsky does not receive, process or store payment card data.

Service and article processing charge (APC)

The only paid service on this site is the Article Processing Charge (APC) — a publication fee that covers the editorial and production costs of an article accepted for publication: editorial support, administration of peer review, scientific and language editing, proofreading, layout, production of PDF/XML, DOI registration, hosting, archiving and indexing of the published article. The service is intangible (electronic) and is provided to the Author or to the institution or organisation paying on the Author’s behalf.

No goods are sold on this site. No physical shipment or delivery by courier or postal services is carried out.

Important: the APC is charged only after the manuscript has been accepted for publication following independent peer review. Payment of the APC in no way influences the decision of the editorial board, the peer review process or the scientific assessment of the manuscript. No invoice is issued for a rejected manuscript.

All prices are stated in Ukrainian hryvnia (UAH). The final amount payable is stated in the acceptance letter and in the invoice sent to the Author by the editorial office, and is shown on the payment page before the payment is confirmed.

Discounts and waivers: no waivers are granted.

Terms and conditions of the service

How the service is provided

  1. The Author submits a manuscript through the website of the relevant journal. Submission of a manuscript is free of charge.
  2. The manuscript undergoes editorial screening and independent peer review. Peer review usually takes 14–30 days.
  3. If the manuscript is accepted, the editorial office sends the Author an acceptance letter and an invoice for the publication fee, stating the amount and providing a payment link.
  4. The Payer pays the fee using one of the methods listed in the section “Payment methods”.
  5. Once the payment has been received, the article is edited, typeset, assigned a DOI and published in the next issue of the journal.

Time frame and form of the service

The service is provided in electronic form. The published article becomes freely available on the website of the relevant journal in open access format (licence Creative Commons Attribution 4.0 International) within 90 calendar days of the date the funds are credited, but no later than the release date of the issue in which the article is included.

The Payer receives an electronic receipt from the WayForPay service at the email address provided during payment.

The service is provided to authors from all countries. As the service is intangible, no goods are dispatched and no delivery (courier services, Nova Poshta, Ukrposhta, etc.) is carried out.

Payment methods

  • Visa and Mastercard payment cards (including Google Pay and Apple Pay) — online via the WayForPay service.
  • Bank transfer against an invoice issued by the Publisher (for institutions, universities and grant funds) — the bank details are given in the section “Contacts and details”.

The settlement currency is the Ukrainian hryvnia (UAH). If the card is issued in another currency, the conversion is performed by the issuing bank at its own rate; the issuing bank may also charge its own fee.

Payment security

Card payments are made on the secure page of the WayForPay service, which is certified to the PCI DSS standard and uses 3-D Secure technology (Visa Secure, Mastercard Identity Check). Card data (number, expiry date, CVV2/CVC2) are entered on the payment service side and transmitted in encrypted form. Publishing House Zaslavsky has no access to these data, does not store them and does not pass them to third parties.

Personal data

In order to provide the service, the Publisher processes the personal data of the Author/Payer (surname and first name, email address, place of work and, for invoices, the details of the paying institution) in accordance with the Law of Ukraine “On Personal Data Protection”. The data are used exclusively for the purposes of the publication process and of accounting and tax records, and are not passed to third parties, except for the payment service and state authorities in the cases provided for by law.

Refund and transaction cancellation policy

The publication fee is a payment for a service, not for goods, therefore the rules on the exchange and return of goods do not apply to it. The rules set out below apply.

Funds are refunded in full if:

  • the payment was made twice (duplicate transaction), or an incorrect or excessive amount was transferred;
  • the payment was made as a result of a technical error of the site or of the payment service;
  • the Publisher is unable to publish the accepted article for reasons attributable to the Publisher;
  • the article is withdrawn by the Author or by the editorial board (for example, if plagiarism or another breach of the Ethics Policy is detected) before it is published on the journal’s website.

Funds are not refunded if:

  • the article has already been published on the journal’s website (the service has been provided in full), including where the Author subsequently asks to withdraw or retract the article;
  • the Author declines the service after the editorial and production work has been completed — to the extent of the costs actually incurred by the Publisher.

Refund procedure

To obtain a refund or cancel a transaction, send an email to zaslavsky1966@gmail.com with the subject “Refund”, stating the surname and first name of the Payer, the title of the article and the journal, the date and amount of the payment and the reason for the request. The Publisher reviews the request within 3 working days and, if it is granted, returns the funds within 5–10 banking days to the same payment card or the same bank account from which the payment was made. Refunds to another card or account are not made. The refund is made in the currency of the payment; exchange rate differences and fees charged by the issuing bank are not reimbursed by the Publisher.

A transaction for which the funds have not yet been finally debited may be cancelled at the Payer’s request on the day it was made — send a request to the email address given above.

Public Contract (Offer)

This Public Contract (hereinafter — the Contract) is the official public offer of Individual Entrepreneur Oleksandr Yuriiovych Zaslavsky (hereinafter — the Publisher), addressed to any natural or legal person (hereinafter — the Payer), to conclude a contract for the provision of publication services on the terms set out below, in accordance with Articles 633, 641 and 642 of the Civil Code of Ukraine.

  1. Acceptance of the offer. Full and unconditional acceptance of this offer is the payment by the Payer of the publication fee in the amount and by the method stated on this page. From the moment of payment the Contract is deemed concluded, and the Payer confirms that they have read and agree to this Contract, to the Ethics Policy, the Open Access Policy and the Publisher’s terms for authors.
  2. Subject of the Contract. The Publisher provides the Payer with the service of publishing a scientific article accepted for publication following peer review in an open access journal of the Publisher, and the Payer pays for this service in the amount established by the list of service costs.
  3. Price and payment. The cost of the service is stated in the section “Service and article processing charge” and in the invoice sent to the Payer. Payment is made in hryvnia on a prepayment basis in the amount of 100 % of the cost. The Payer’s payment obligation is deemed fulfilled from the moment the funds are credited to the Publisher’s account.
  4. Provision of the service. The service is deemed to have been provided in full from the moment the article is published on the website of the relevant journal. The time frame for provision is stated in the section “Terms and conditions of the service”. A service delivery certificate is provided on request.
  5. Rights and obligations of the Parties. The Publisher undertakes to edit, typeset, assign a DOI to and publish the accepted article in open access, and also to preserve it in a digital archive. The Payer undertakes to provide accurate data, to comply with the Publisher’s Ethics Policy, and to guarantee the originality of the manuscript and the absence of any infringement of third-party rights. The transfer of rights to the article is governed by the “For Authors” section.
  6. Refunds. Refunds and cancellation of transactions are governed by the section “Refund and transaction cancellation policy”, which forms an integral part of this Contract.
  7. Liability. The Publisher is not liable for the content of the article or for the accuracy of the scientific data presented in it — this liability rests with the authors. The Publisher is not liable for failures of payment systems, banks or communication networks that are beyond its control.
  8. Force majeure. The Parties are released from liability for failure to fulfil their obligations if it is caused by circumstances of force majeure, in particular by military action on the territory of Ukraine, confirmed in accordance with the legislation of Ukraine.
  9. Term and dispute resolution. The Contract enters into force from the moment of acceptance and remains in force until the Parties have fully performed their obligations. Disputes are resolved through negotiations and, failing agreement, in accordance with the legislation of Ukraine.

The Publisher has the right to amend this Contract unilaterally; the current version is always published on this page.
